
Dean R. Matthews, Founder and President
Dean R. Matthews, Founder and President, started Sympora
Technologies after more than 12 years of engineering
and IT experience. In addition to working on both federal
and commercial engagements, he has also performed research
at such reputable institutions as the University of
California – Berkeley and the Naval Research Laboratory.
Mr. Matthews is confident in the qualifications and
professionalism of his management team and grants his
staff decision-making authority. However, he is a “hands
on” president and stays close to everyday operations.
This yields effective vision for the company and enables
strong corporate performance.
Mr. Matthews earned his Master of Science degree in
Electrical Engineering-Digital Communications/Digital
Signal Processing from North Carolina State University
and his Bachelor of Science degree in electrical engineering
from North Carolina Agricultural and Technical State
University. Over the past several years, he has gained
a vast amount of knowledge and experience in the field
of information technology. During that time, he managed
to forge solid relationships with business owners and
key personnel in both the local and federal governments.

Dr. Joi Moore, Ph.D., Director of Instructional
Technology/E-Learning
Dr. Joi Moore, Ph.D. serves as Director of Instructional
Technology/E-Learning. Dr. Moore oversees the effective
application of information technology to the design
of instructional systems and learning environments.
Her responsibilities involve developing partnerships
with the local community, industry, and educational
institutions; the planning and implementation of the
company’s instructional technology infrastructure;
and exploring opportunities for the application of web
based learning environments.
Dr. Moore is an assistant professor at the University
of Missouri in the School of Information Science and
Learning Technologies. Dr. Moore received her B.S. degree
in Computer Science from North Carolina State University.
She also earned her M.S. degree in Management from North
Carolina State University focusing on a minor in Management
Information Systems. After receiving a solid foundation
in Computer Science and Management Information Systems,
Dr. Moore turned her attention to earning her Ph.D.
in Instructional Technology from the University of Georgia
– with a cognate area of Management Information
Systems. Dr. Moore's current activities include teaching
instructional systems design and web design courses
for graduate students. She is currently a Co-Investigator
for the Planet Innovation project, funded by the U.S.
Department of Education.
